That is the worrying part: normalization.

In my view, what has changed is the narrative, not the purpose. Regional and municipal levies (Catalonia, Balearics, Canaries, Valencia, the Barcelona tax) have been fattening public coffers for years without a clear audit trail of where the money goes. Has it been invested in water treatment, public transport, accessibility? In some cases yes, in most it is hard to verify. Meanwhile, the industry keeps paying without sitting down to negotiate the trade-off.

The issue is not that the tax exists. The issue is that **we are talking about a tax on a sector that refuses to call it a tax**. We call it a fee, an ecotax, a contribution. And while the name changes, the burden consolidates. The logical move would be for every euro collected to have a published destination, a measurable indicator and an annual accountability report. Without that, the tourist tax is simply a tax with good PR.
