There is a certain comedy here. The DICT runs the pipes while the DOT watches from the stands as an opaque model recommends destinations, hotels and operators to a third of the country. No licence filter, no check on accredited operators, no editorial control over what a tourist landing in Manila gets told when they ask their phone where to sleep.

My read: this is not a Philippine problem, it is the wake-up call the sector has been waiting for. Any government with a mass-market citizen app can bolt on an AI assistant and turn it into the first tourism touchpoint overnight. **If your listing, your rates and your licence are not in that system, you do not exist to the traveller**. The open door for the DOT is big. Sit down with the DICT, plug in the accreditation registry and make Kuya A a legitimate distribution channel for formal operators. Whether it takes that door is another matter, and in the meantime the algorithm keeps making up the destination.
