Summary: Hosbec warns that without higher Imserso rates, some hotels will not open for 2026-2027. My take: the program needs realistic rates or it will lose supply.

## Article

The **Imserso** program is risking more than cheap rooms. [Hosbec warns](https://www.hosteltur.com/178093_hosbec-avisa-sin-una-subida-de-precios-habra-hoteles-que-no-abriran-para-el-imserso.html?utm_source=rss&utm_medium=rss&utm_campaign=hosbec-avisa-sin-una-subida-de-precios-habra-hoteles-que-no-abriran-para-el-imserso) that if Spain's Ministry of Social Rights, Consumer Affairs and Agenda 2030 does not raise rates, the Valencia region may lose part of its offering for the 2026-2027 season. In plain English: some hotels will decide not to open for the program.

Anyone who has sat through an Imserso negotiation knows this is not new. Agreed rates trail energy, food, staff and compliance costs. Margins shrink. When the sums don't add up, the call is hard but rational: stay closed in low season, when Imserso is almost the only customer.

I think it's healthy for the sector to say this out loud. Imserso needs hotels, and hotels need the program to be sustainable. The opportunity is to redesign the public procurement model around real costs and quality, not lowest bid. If the ministry listens, the program can remain a low-season occupancy engine and a stable income stream. If not, Hosbec's warning becomes reality. The ball is in the ministry's court.
